The tinkerer from a shop called Bart's Exchange can transform one item into another for you.
Bart offers bronze, silver and gold tinker tickets. Gold tickets always work, silver tickets work about 50% of the time, while bronze tickets only work about 25% of the time. If a tinker fails, the tinkered item is destroyed.
